How Cloudflare pricing fits together
Cloudflare bills in two separate directions, and confusing them is why estimates come out wrong. The plan subscription covers your zone: DNS, the CDN, DDoS protection, the firewall and the support tier. The developer platform products, Workers, R2, Images and the rest, are metered by usage and billed independently of which plan you are on. A Free plan account can run a substantial Workers bill, and a Business plan does not include any Workers usage.
The plan ladder is steep. Free is genuinely free and genuinely useful, covering DNS, unmetered DDoS mitigation, the CDN and universal SSL. Pro at $20 a month on annual billing adds image optimisation and better firewall rules. Business jumps to $200 a month, and the jump buys compliance and support rather than performance, which is why so many sites sit on Pro indefinitely.
Most people overestimate which tier they need. If you are choosing between Pro and Business, the deciding question is almost never speed, because the CDN behaves the same on both. It is whether you need PCI DSS 4.0 compliance, a contractual uptime SLA or a support response time you can point at in a meeting. If none of those apply, Pro is usually the honest answer and the extra $180 a month is better spent elsewhere.
The developer platform is where bills grow unexpectedly, because usage-based pricing has no ceiling. Workers Paid starts at $5 a month including ten million requests and thirty million CPU milliseconds, then charges $0.30 per additional million requests. R2 adds $0.015 per GB-month beyond the free ten gigabytes. Images bills $0.50 per thousand unique transformations after the first five thousand. None of these is expensive in isolation, and all of them scale with traffic you do not directly control.
